One other little gem that may do what your looking for is PLEX, the "PL/SQL Extender". It was written by a really sharp guy in Oracle Government, and should be available from your sales rep. pretty cheeply. If you need a POC please just send a message. This lets you call "C" progs from triggers and stored procedures (which could then call OS/shell progs).
