When you create a hash cluster in Oracle, you need to specify a maximum number of hash keys. A hash cluster will then be unable to store more than that number of keys. Oracle will not automatically expand and reorganize the cluster. The only thing to do at that point is to rebuild it. If it were up to me, I would not have implemented hash cluster that way, but that is the way that Oracle works. I agree that it should not work that way.
