Oracle Designer/2000 Installation problems

I am currently having a problem installing Oracle Designer/2000 on my SCO Oracle 7.1.3 server. I have enough memory on both my pc and my server.

The error I receive is at

Loading cicol.opb...
end ciocolumn;

             *
ERROR at line 1650:
ORA-04030: out of process memory when trying to accocate 81408 bytes (PLS non-lib hp,BAM Bam Buffer) ORA=07324:smpall:malloc error while allocating pga. AT&T System V/386 Error: 12: Not enough space.

My current systems has the following configuration.

SCO ODT 3.0
Proliant 2000 486-50DX
64 MB of Memory
256 MB of Swap Space
Oracle7 Server Release 7.1.3.2.0 - Production Release

With the distributed and parallel query options      
PL/SQL Release 2.1.3.2.0 - Production                

Any help would be most appriciated.
