Problems with utldtree.sql

I have some problem running this script...

At first, I ran catproc.sql as dba AND as system user. During this job I saw some times this line: ORA-06554: package DBMS_STANDARD must be created before using PL/SQL

Then, running the utldtree.sql script I have obtained the same error message, trying to create the deptree_fill procedure.

As I know, this error means I have to run the standard.sql script, called by the catproc.sql script (the first I have called) !

Which is the correct way to let run utldtree.sql without errors?
