I had the same problem. I had Netman 2.1.4 installed and working fine. Later I installed DEV/2000. That application
has a higher version of the Required Support Files. After that, Netman didn't work anymore. Re-installing didn't work either.

The recommendations I got from Oracle where :

  1. Install Netman (with the 'old' Req. Supp. Files) in a different ORACLE_HOME and switch whenever you need it.
  2. Install Netman (with the 'old' R.S.F.) on a different PC.
  3. Use the Unix/Motif version.
  4. Wait for the next release, because it won't be solved for this version of Netman.
