Oracle Objects For OLE - commercial product from Oracle themselves provides libraries for Visual C++ MFC and Borland C++ OWL.

If you want to evaluate, they may be bundled with the freebie Personal Oracle 7 - PC database, which can be found at the Oracle Web site (http://www.oracle.com) - beware, large files!
