Error importing 7.0.13

I get the error below when importing. If I export individual users, some have the the problem, some do not. I have found no reason or common characteristics.

I am running 7.0.13 on hp/ux 9.04. ( Yes, I now I need to upgrade to 7.0.16 or higher!).
