CHAR vs VARCHAR2

It seems Oracle keeps hyping VARCHAR2 as the datatype of choice for character data. For long attributes with varying string lengths it seems appropriate. For fixed length attributes generally using all defined positions it seems that the SQL standard CHAR is a better choice. Any supporting information either way would be appreciated.
