DQ4 and CDE DEMOS under NT

I am trying to get the CDE#2 demos and DQ4 beta build table scripts to work when running on Windows NT Workstation 3.5 against a OWS NT on the same machine.
The standard scripts for building the forms, reports, graphics and books work fine. When I try to run the DQ4 and DEMO ones, I get the following error:
ORA-12203 :(CNCT ERR; CANT GET ERR TEXT. SEE SERVER MSGS AND CODES MANUAL) Anyone out there got any ideas?
