Getting Oracle7 to work

I recently installed the beta version of Oracle7 for Windows and Oracle Tools. I am having a problem getting Oracle7 database to start. When I try to start up the database I get an oracle error ORA-03121, no interface driver connected. I looked into this and the problem is with SQL*Net. Do I need SQL*Net to run on a standalone system? Any help would be appreciated. BTW, I am running this on Windows 95.
