If you log on to Menu as SYS, you can grant certain privileges to the username SCOTT. These rivileges may be to design a menu, execute a menu, administration etc. So, you must grant SCOTT access to the menu at whatever level Scott needs (Design/Exceute?).

System and Sys are very powerful users, with many privileges, but they are still just another username. And unless you grant them access to your application, or to the public synonym of your aplication, they may not have access to your tables or your schema.

Look up the documentation for granting privileges and creating public synonyms.
