Win95 and PO7

I'm having some difficulties installing Personal ORACLE 7.1 for Windows. PO7 will not install stating that Win32s is not installed, yet Win32s will not install as Win32 is already available. Does anyone know how to get around this problem? Any help would be greatly appreciated.
