I beleive that Very Large Memory(VLM) -- SGA's > 1Gb -- and CPU 'failover' -- fault tolerant instances -- are the principle changes in Oracle 7.1.6.
As for SQL*Net 2.3 -- isn't that encrypted passwords over the net?
