Searching for GUI

Hello fellow Oracle users. I am a frequent reader of this group, but this is my first post. Here goes.

We at the Virginia Department of Education have been using Oracle products for over 5 years. We are looking for a GUI product
(Oracle or 3rd party) for development and user interface that will
complement our existing architecture and would like to get your advice. Have you implemented something similar? What do you recommend? What additional products would we need to buy?

Here is our architecture:

Workstations: DOS 386 & 486 running Windows 3.11, Lan Workplace
(tcp/ip). Macintosh running System 7, Intercon tcp/ip.

Application Servers: 486's running SCO UNIX, Oracle Tools
(forms, menu, reportwriter, etc), SQL*Net tcp/ip

Database Servers: HP9000's running HP/UX, Oracle RDBMS (version 6.0.37 soon to be 7.1), SQL*Net tcp/ip

Our users establish tcp/ip terminal sessions to log in to the Application Servers. Those servers act as multi-user clients, making requests for data to the Database Servers.
