SQL*Net performance?

This has probably been hashed out already , but ...
I am looking for info on SQL*Net performance differences between SQL*Net V1 & V2.
I have a client-server app that is suffering greatly in V1 across WAN due to large quantities of small packets.
I have been told by Oracle's sales that V2 'solves' this, and that V2 is 'orders of magnitude' faster. I have also been told by others that there is less than 5% difference in performance.
From a $ perspective, I need to decide on upgrading to V2 vs hand-tuning a lot of code ... and the boss is looking for a quick fix.
Any experiences or other comments would be appreciated.
