Upgrade brought PL/SQL problem: internal error 1407 ?!?

After upgrading from

	ORACLE SERVER		7.0.15.4.0 	->	7.1.3.2.0
	SQLPLUS			3.1.2.3.1	->	3.1.3.4.1
	PL/SQL			2.0.17.1.0	->	2.1.3.2.0

a number of PL/SQL programs began crashing with

Internal error 1407, arguments [], [],...

Please (kill me or) help me!
