Error ORA-03121

I know that this question has been asked before. But I'm going to ask again..... I'm running Personal ORACLE V7.1 under Windows for Workgroups V3.11 with strange results. The first is the ORA-03121 using OLE and the sample apps. Yes I've verified that the objects are registered, and yes the INI file is using 2: for the databasename property.
But other things are strange as well, such as when I start up Borland ReportSmith the system reports that it can't read from either the C: or the D: drive. Strange...
Is this version of ORACLE able to work with Windows for Workgroups? If anyone knows please let me know. Thanks.
