Actually, it's probably more like MS Access + Visual Basic. One of the reasons that you might want Power Objects over MS Access/Basic is that there are still some impedence mismatches between Access and Oracle that would inhibit "local development/global deployment". For example, Access does not support case sensitive primary keys (which oracle does). If (and that may be a big if) Power Objects supports the same meta model that it's big brother does, then you'll have far fewer deployment issues when moving to a larger, client server implementation.

Also, Oracle has stated that they will support Power Objects on Macintosh platforms. I don't believe MS has made this same statement re V-Basic or access yet. When I was the technical architect at another company, the PC(Windows)/Macintosh support (or lack of, really) caused a great amount of grief.
