Oracle Glue?

I am looking at porting some software that was written in VB and uses Oracle Glue as a connectivity layer. So far Oracle has not been able to find much info at their local office - I guess this is not a real big product in the US.
Can someone give me some pointers to basic info on Glue? About all I know is that it provides a better performance replacement to ODBC.
