Forms 4.0 - READ_IMAGE_FILE Built-In Problem

I have developed a form using Forms 4.0 in the Windows 3.1 as the client and Oracle 7.0 running on OpenVMS 5.1 on the server. The form uses the READ_IMAGE_FILE function to display and load a TIFF image file into a LONG RAW Oracle database field. This seems to work fine, except that the image loses a lot of resolution due to compression that the READ_IMAGE_FILE uses. The TIFF files are around 300K and they need to be 64K or under. At least this seems to be a restriction placed upon the Forms 4.0 running in Windows. What I was wondering if anybody had run into this problem and a had any suggestions towards a solution or a workaround? Does anybody know if Forms 4.5 bumps this limit up past the 64K barrier? Or is there any third party image compression software that could compress the 300K image into a 64k image without losing the resolution?

Any answers would be greatly be appreciated...
