ORACLE has changed its licensing for SQL*Net slightly. As of 7/1/94, you can purchase concurrent server-based sql*net licenses that include the right to copy to as many clients as you wish, as long as you don't exceed the concurrent user maximum at the server level.

This is not the free solution that you requested, but it does greatly decrease the sql*net license cost.
