Questions on being DBA of Oracle V6

1. How to display the existing databases in Oracle/sqlplus/sqldba ?? (like the command "sp_helpdb" in Sybase)
2. How to create a new database??
3. What is the use of the controlfiles (*.dbf) under ORACLEHOME/dbs ??
4. Someone told me that I could create a new user and state that it is a new database. Is this ok??
