This is a real problem if you need to know who is locking the exact row that you are after, however, if your application will settle for finding out who is holding ANY lock on the table in question, then this can be achieved by querying the V$LOCK,V$ACCESS,V$PROCESS and V$RESOURCE dictionary views (See DBA Manual).
