      I had the same problem with the case product I tried both the CD-ROM over the network and just doing a straint install from the CD-ROM. What solved my problem, and this may not be your problem. But I freed up as much DOS conventional memory as possible. I also went from Windows 3.11 for workgroups to Windows NT 3.5 Daytonna.

I generally have found that even though the Oracle*CASE 5.1 install requirements do not say anything about DOS conventional memory that it is very important. Oh.. by the way the machine I was using was a 90Mhz Pentium with 16Meg of memory.
