help changing password

I'm currently evaluating Oracle and am very unfamiliar with many of it's concepts so please forgive me if my questions are rather simple.
I want to change a user's DB password so that it uses the same one he logs into the system with. I thought that "ALTER USER xxx IDENTIFIED EXTERNALLY" would do it, but it didn't. When the user tried to log in to Oracle, it wouldn't accept his system password, his old Oracle password, or anything else as a password. What did I do wrong? I had to change it back to something else.
