From my experience, it is better to allocate the memory to the SGA, dictionary cache first (or shared pool on V7). I have experimented at some length with various file system/raw partition setups. I found the best performance with an extent based file system and multi disk striping. Also the block size of the file system vs the Oracle block size is important.
