I've done this with both SQL*Net 1.1.7.8 and 2.0.xxxx. Just make this change in oracle.ini:
TCP_VENDOR=WINSOCK This tells SQL*Net (the VSL, actually) to use the native Winsock driver (which for W4WG w/TCP/IP should be in your windows directory).
