X-Windows development tools ?

Hi,
I'm looking at one very large application and a host of smaller ones in Oracle 6.0.35 (but shortly to be 7.1) - the forms are fine, but can look a little un-polished for what I want. I remember working on a project that used INGRES, which used a product called "Windows 4GL" which provided a neat interface for X-Windows for INGRES.
Does anyone know if such a thing exists for Oracle, and if so, what is it like to use, and is it expensive ?
Sorry if this is very obvious - I'm a little new to the Oracle side of things !
