Basic oracle can be implemented to C2 security standards.  

Trusted Oracle is intended for B1 level security.  

The gov't has books describing the detailed differences between these two.  

Trusted Oracle has to be tested by the gov't before it is officially B1.  

One major difference in the security is mandatory access control with ACL's or access control lists.  

Normal Oracle security is discretionary: meaning that once you give a level of privelege to a user they can, at their own discretion, grant an equal level to others.
