Ouch! this is a tough problem. If you have a true email system (we use CE's Quickmail), I would suggest creating a database user's mail group and sending an urgent message through email. Most email systems would also let you see who had read the message and when, providing a bit more funcitonality than wall (although I would still send the wall message). Good luck!
