There has never been any such documentation released from Oracle. I would doubt the validity of any such docco released from non-oracle sources.

What do you need this for? If you want to be able to query the data within the Dictionary directly, there is an Oracle Product you can purchase.

The "CASE*Dictionary Meta Model" consists of a SQL script which creates quite a few views which are built upon the base tables, and a manual which gives a complete description of each view. These views can then be queried by you directly for reporting purposes.
