According to Select magazine, Spring '94, send questions to SUPREQDBA_at_US.ORACLE.COM
Interesting article about support, in Select. Most informative Support Flow Diagram, that shows how problems get escalated to eventually get to Development. The most interesting part is, nothing ever comes _out_ of Development.
