SQL*Net/TCPIP Windows setup Question.

I'm running into a problem setting up SQL*Net v1.1.7.8 over Pathworks v5.0 (TCP/IP) in Windows.
The VMS server is running TGV MultiNet v3.2 Rev D, and Pathworks 4.1 server.
I can connect using SQLPlus on the VAX, but the clients attepting to connect are getting socket creation failures.
I have support for TCP/IP in SQL*Net for PW v4.1, but not 5.0. v4.1 didn't work either.
Does anyone have this or a similar configuration running?
