Try obtaining perl and oraperl and get the Learning Perl and the Programing in Perl books - you will most likely need both. Then you will be able to write perl scripts that will do exactly what you have described.
I use oraperl and ingperl a lot - ingperl has limitations, but both just blow the socks off other development tools in terms of development time and ease of use.
