We have found that BusinessObjects provides a good ad hoc query reportwriter with graphics and analyser functions...but it's not cheap. For pre-defined queries there are many more choices. We looked at GQL (Andyne), IQ (IQ Corporation) and Gupta. All are good tools.
Depends on your budget and overall requirements, maybe a mix of products would be appropriate.
