I can definitely say that if it's in a MUTEX state then something is wrong. I have a utility called FREE_RSN which I run to clear up processes in this state (any MWAIT state). I've only run into processes that have run out of a specific quota - usually BYTLM. This program dynamically bumps up the quota to allow the process to continue. It reports what it does so that you can modify the account's quota for future use.

I am willing to mail interested people a copy of the code.
