Help: Install Oracle 7.0.13 on Solaris 2.2

I am trying to install Oracle 7.0.13 on our Solaris 2.2 system. The installer stoped when creating initroru.ora file, and the screen showed the following message:
rdbms.ins (1424) : write_error while instnantiating file /opt/oracle/rdbms/install/cnfg.orc (permission denied)
I am installing the system as Oracle Owner (oracle), and all files under /opt/oracle owner by oracle and dba as group.
Any assistance is very much appreciated.
