In addition to the lack of I/O, the debugging capabilities with PL/SQL are non-existent. We abandoned PL/SQL completely (except for a few specialized cases) because it is so much easier to debug procedural code in a standard debugger.
It has been a while since this decision was made, so Oracle might have improved this problem.
