A question on Oracle buffer management

In Oracle, I understand that you can specify a fixed number of pages to contain the data dictionary at initialization time or in the start up file.

Suppose that there are 100 buffer pages total and the data dictionary pages specified at startup was 10. Does that mean that the total number of buffer pages actually available for data is now 90, and the 10 dd pages will only contain dd pages ?
