PL/SQL vs. (Embedded SQL & 3GL) performance comparison

Hello fellow Oracle-ites,

We're in the early stages of a large application development project. The primary development tools will be Forms 4.0 and Reports 2.0. We expect a good bit of the application to be written in some sort of procedural code. We've heard rumors that the performance of PL/SQL can be *much* slower than imbedded SQL in a 3GL such as COBOL or C. Does anybody have a feel for the performance differences between PL/SQL and embedded SQL?

Feel free to respond to me personally and I'll be glad to post a summary of the responses I receive.
