simple sql questions

Question 1

	Where does Oracle keep record of time/date last time
	any actions (insert, update, delete, etc) have occur
	to table(s)?  

Question 2
	What would be a good approach in storing large text files
	in the database?  Is idea of storing text files in the
	database all together bad?  I'm thinking of using LONG
	type to store my text files.
