3rd Party ER diagramming / Oracle*CASE products

I am in need for a (relatively) low cost tool to support entity-relationship diagramming and data dictionary management in the notation suggested by Oracle's CASE*Method (tm).

My requirements to the product(s) are:

• ER diagramming and Data Dictionary in accordance with CASE*Method (tm)
• lower cost than Oracle's CASE tools (Designer & Dictionary)
• available on either SunOS / X / Motif, OS/2 or MS Windows 3.1 platform
• if possible, a data interchange capability with Oracle's CASE tools

Currently, I use System Architect for my diagrams and data dictionary; System Architect is highly configurable - maybe somebody somewhere somehow developed a System Architect configuration / patch to support Oracle's notation?
