Technical Decisions in the 90's

I have been chartered with writing the functional requirements to move one of our legacy systems to a client server environment.

Some time ago an article was posted in response to a request for advice in choosing a database server. The author detailed the procudure that he used to recomend a server to a client. As part of that procedure he made use of a process or framework call the "Tech 90".

If anyone has a copy of the original artical or additional information on the "Tech 90" please email me. Also, If you have survived a similar task I'd like to hear how you managed it.
