Um, SQL*Net is NOT a replacement for DECNET, but an **application protocol** that runs on **top** of DECNET, TCP/IP or whatever. Just be sure to get the proper "flavor" of SQL*Net for the network protocol you're using. You'll need the appropriate DECNET drivers on your PC as well.
As far as connecting Visual Basic with ORACLE, we've had VERY good luck using Q+E Software's "Q+E Database Library" and are playing around with Q+E Multilink/VB (data-aware controls using Q+E's APIs).
