You've answered your own question. It is easy, so why provide a tool that would require so many options and switches that everyone would revert to writing their own stuff for simplicity anyway. And in any case ASCII wouldn't be sufficient, you probably mean a flat file. Remember that the mainframe world largely speaks EBCDIC.
