What is the format of an Oracle password ?

Having scanned the documentation for Oracle versions 5, 6 and 7 I can find no information on the following query :
What is the format of a password ?
Some experiments seem to suggest that passwords are treated as if they were Oracle names (maximum 30 characters, must begin with a letter, letters and digits only, no spaces, no reserved words, etc) unless enclosed in quotes ("). However in the latter case even though Oracle accepts the new password it may be impossible to use it to login in (for example when it does not begin with a letter).
Can anyone confirm the rules for me ?
