oracle error 6509 icd vector missing

While using the Oracle dbmspipe.sql package and the example procedure on page A-23 (debug) i get the following errors
ora-06509:pl/sql: ICD vector missing for this package ora-06512: at "ORADBA.DBMS_PIPE", line 36
I cannot find information on what an ICD vector is. Please help.
(the example procedure on A-23 has these errors (1) -2000 must be -20000
(2) endif; must be end if; )
I installed the dbmspipe package using the Oracle supplied script dbmspipe.sql
