QUESTION: Deleting an Oracle Record

I have a problem with a record that Oracle just does not like. I would simply like to deleting this record. It is record 48884 in the rulings table. Is there a way to have Oracle delete this record, no questions asked??

Here is the output from an export that failed on the record. Any queeries that hit this record also fail.
