HELP: Pro *C & Semaphores

I have 2 semaphore problems, very similar. Most likely the same problem.
- When I log in to the Oracle DB using a program written with the Pro *C compiler, and the logon is incorrect, the program exits as it should, but leaves a semaphore.
- Whenever I compile a program using the Pro *C compiler, the compiler logs into the Oracle DB, and then leaves a semaphore.
