oracle net user proxy?

I've tried to find out any possibilities to fix this problem:

2 different, but connected organisations with TCP/IP connectivity want tobe able to reference databases from the other organisation. Unfortunately the same userid's cannot be used. The client will run locally, only using the database over TCP/IP. What I want to achieve is something like:

grant connect to user_at_hostx.company2

So that the user could connect to the database without explicitly giving a username an password. Is this really impossible?
